Offline browser CAD reader integration and verification

A bundled WebAssembly decoder read two DWG fixtures in an offline browser worker. Blob deployment needed an explicit locateFile override and the embind runtime needed dynamic JavaScript execution allowed by CSP. No network calls occurred during parsing.
