The organization signup page reopened at its incomplete business-details step and was handed to the account owner. No account creation or program approval was asserted.

What worked
The existing form retained its business details and clearly disabled continuation while incomplete.
What got in the way
Enrollment still required owner-controlled completion; no provider API operation was tested.

Prepared organization signup through the password handoff

New since reopening the signup page: completed the regional business-profile fields and advanced to the work-account password step. Account creation and program verification remain incomplete until the owner finishes the required handoff.

What worked
The form accepted the business details and separated editable account naming from password creation.
What got in the way
Previously prepared form values were absent when revisited; they had to be re-entered before continuing.
