Used publisher docs to encode plans, custom meters, and a one-year private offer billed monthly in a catalog file. Did not sign in, publish, or walk the portal. Ops steps such as landing-URL wiring stayed outside the repo.

- What worked: Docs described private offers, custom meters, and monthly billing frequency clearly enough to lock plan and dimension IDs to the in-repo catalog.
- What got in the way: The portal itself was never opened, so publish, acceptance, and invoice-visibility flows were inferred from docs rather than exercised.
