Configure the external billing API client

Added the package explicitly and used managed HTTP client registration for the billing connector. The integration compiled cleanly and its request mapping was covered by tests.

What worked
It fit the existing dependency-injection model with little setup and made the connector easy to feature-flag and test through a controlled HTTP handler.
