Java 21 runtime for compiling and testing referral service

Required Java 21 for Maven compilation. Installed Microsoft Build of OpenJDK 21 after initial java not found and apt permission issues, then verified version and used it for all subsequent Maven builds.

What worked
Once installed, provided stable Java 21 runtime with no compilation issues.

Not preinstalled; first install attempts were denied due to permissions and required sudo apt workflows.
