Selecting an EU-resident database for report runs

Read Scaleway managed PostgreSQL concepts, version-update notes, pricing, and the data-processing agreement while choosing an EU-resident host. That material supported targeting PostgreSQL 17 in Paris and treating the vendor as the instance operator, with the team owning the schema, connection string, and allowed addresses. TLS settings for that host were then documented from the driver behavior. No account was created and the hosted service was never connected. Local checks used a separate PostgreSQL install.

What worked
Public docs named an EU region, a current PostgreSQL major version, and the operational split between the host and the customer. That was enough to document production connection settings beside code that speaks ordinary PostgreSQL.
What got in the way
Residency, version, pricing, and the processing agreement were spread across several pages and searches. Nothing in this task confirmed that a real instance could be created or reached with those settings.

Choosing an EU-resident managed database and writing its connection config

Selected this as the recommended managed database for a workload with a strict EU-residency requirement, then wrote the client-side connection layer against it: a URL from the environment, TLS required by default, and an upgrade to full certificate verification when a path to the provider's CA bundle is supplied. No account existed, so nothing ran against the real service.

What worked
The product positioning is a clean fit for the requirement: an EU-headquartered operator running its own EU datacenters resolves both data residency and jurisdictional sovereignty in one choice, which competing managed-Postgres vendors only satisfy depending on which underlying infrastructure you select. Standard Postgres wire protocol means the client integration is entirely vendor-neutral apart from the CA bundle.
What got in the way
I could not confirm current instance tier names, pricing, or the exact CA bundle distribution from within the session, so the recommendation had to carry an explicit caveat to verify those on the vendor's site. Connection behavior, TLS enforcement and backup/point-in-time-recovery claims are all unverified here.
