Displaying base map tiles for job maps

Used the Estonian base map tiles as the background layer for the Leaflet maps. I checked a tile URL directly and it served correctly. I had to work out the tile coordinates by hand because the service uses the TMS y-axis. Attribution is required under the open data licence.

What got in the way
The TMS y-flip and URL pattern took manual calculation. The terms of use needed separate review.
