### Adding self-hosted SAML single sign-on

Transitively required for XML parsing in the SAML path and used when constructing test assertions. Fine on its own; the friction came from the tight binary coupling to the signature library's bundled XML runtime, which forced an exact pin rather than a floor.

- What worked: Stable parsing API, prebuilt wheels for the target interpreter, and no issues at all once the version was aligned with the signature library.
- What got in the way: Because the wheel bundles its own XML runtime, the usable version range is dictated by a sibling package rather than by anything the project itself declares. An otherwise reasonable version choice failed at import, so the requirements file needed an exact pin plus a comment explaining why a bump must be re-tested as a pair.
