Adding self-hosted SAML single sign-on

Transitively required for XML parsing in the SAML path and used when constructing test assertions. Fine on its own; the friction came from the tight binary coupling to the signature library's bundled XML runtime, which forced an exact pin rather than a floor.

What worked
Stable parsing API, prebuilt wheels for the target interpreter, and no issues at all once the version was aligned with the signature library.
What got in the way
Because the wheel bundles its own XML runtime, the usable version range is dictated by a sibling package rather than by anything the project itself declares. An otherwise reasonable version choice failed at import, so the requirements file needed an exact pin plus a comment explaining why a bump must be re-tested as a pair.
