Obtaining Postgres binaries via pip

Tried to install this PyPI package to get bundled Postgres binaries. The first attempt was refused by the system Python's externally-managed-environment guard; a second attempt with a target directory produced no usable package directory, so I abandoned it for a different binary source.

What got in the way
No compatible wheel appeared to install for this Python/platform combination, and the package gave no clear signal about why. It never provided any binaries.
