Extended cluster Terraform so the new billing workload gets the same identity binding pattern as the other services. The change was not applied, so scheduling and identity were not observed.

- Existing workload-identity and service wiring was enough to place billing beside ledger and webhooks without a new cluster design.
- What got in the way
- Without cloud credentials, the cluster config could not be planned or deployed.
