Passing extra parameters on OAuth redirect

Used the existing OAuth client redirect API to attach locale options when sending the user to login. The extra-options argument was clear after reading the bundle usage; the live redirect was not exercised.

Additional authorize parameters could be passed on redirect without replacing the authenticator or the client registry.
