Configuring a coding agent to turn mitigation plans into patches

Based the coding-agent step on AWS's Kiro hand-off sample and wrote a steering file to constrain it. I never ran Kiro CLI. The steering-file convention was easy to follow from the sample, but the sample is tied to CodeCommit and CodeBuild.
