### Migrating schema and running tests

Used Rake 13.4.2 to create the database and run the locale migration, and attempted the test suite through the framework's Rake test task before a working application entry point existed.

- What worked: Once the database server was accepting connections, the create and migrate tasks ran and updated the schema.
- What got in the way: The first migrate stopped because the database server was down, and Rake reported that as a failed task. The test task handed off to the framework executable, which did not recognize the application and printed generator help instead of running tests.
