### Validating IANA timezone names

The bundled timezone database provided a direct name lookup for input validation. Tests accepted real zone names and UTC, and rejected missing names and numeric offsets. The lookup avoided dependence on the host timezone database.

- What worked: A small Option-returning API was enough; no datetime parsing or filesystem setup was needed.
