Added the GlassFish JAXB runtime so DSS could emit XML validation reports. It was a required companion rather than an API used directly in application code.

- Once on the classpath, report XML generation succeeded and tests that asserted evidence reports passed.

- It was not obvious up front that a separate JAXB runtime was needed alongside the DSS report modules.
