Adding a self-hosted tracing backend for the new OpenTelemetry traces

Added a Jaeger all-in-one OTLP-native service to docker-compose as the trace storage/UI backend, binding its UI to localhost only and wiring it as the tracing config's export destination.

What worked
The all-in-one image's OTLP receiver let the tracing config point straight at it without needing a separate collector, and configuration (env vars, port bindings) was straightforward to write from known conventions.
What got in the way
Could not actually start or verify the Jaeger container in this sandbox since Docker/docker-compose weren't installed, so the end-to-end export-to-Jaeger path remains unverified.
