Code coverage for review gate

Added a coverage plugin with agent preparation and report goals to supply the review gate with a coverage input. The build runtime was unavailable in the environment, so the new configuration was authored but the coverage step was not executed.

What worked
Standard goals for preparation and reporting made the intended wiring easy to express declaratively.

EU-only automated PR review

Added as the coverage provider for the new-code coverage gate consumed by the self-hosted reviewer. Wired the agent and report steps into the build lifecycle and pointed the reviewer at the resulting report.

What worked
Standard build plugin coordinates made the intended configuration clear and kept migration sources in analysis while excluding them from coverage only.
What got in the way
Coverage execution could not be observed because the Java build toolchain was unavailable in the environment, so report generation remains unverified until run on a regional builder.
