### Loading a tariff catalog

Installed this library and used it to load the versioned tariff catalog. Tests failed when a two-letter country code was coerced to a boolean under YAML 1.1; quoting the value and coercing booleans in the parser fixed it.

- What worked: Install was immediate, and nested catalog documents loaded into Python structures that the rater and CSV export could consume.
- What got in the way: Unquoted country codes that look like YAML booleans were silently converted, which broke the roaming country set until the document and parser were hardened.
