Moving ticket email and broadcast off request behind queued retries

Installed and configured a single auto-balancing supervisor over separate mail, broadcast, notification, and SLA queues with retries, reserving capacity for planned Slack and SLA timer work. Install and provisioning flow worked, but live daemon behavior could not be observed without a running Redis server.

What worked
Install flow generated needed scaffolding and per-queue supervision plus dashboard visibility fit the failure-alert and scaling needs well.
What got in the way
Could not verify live supervision or dashboard against a real queue backend in the sandbox environment.

Adding queue supervision and failure dashboard

Installed and configured the supervisor and dashboard for prioritized queues, retry limits, wait thresholds and metrics snapshots. Setup completed and config checks passed, but no live daemon was available in the container.

Live daemon status and metrics could not be observed without a running backend, so operational verification was left for deployment.

Queue workers and dashboard

Installed Horizon 5, generated its provider and config, named queues for mail, broadcasts, notifications, and SLA work, and wired terminate-on-deploy plus wait and failure alerts. The dashboard route loaded after a session-storage fix. Workers were not run because the queue backend was not available locally.

What worked
Composer install and the install command produced usable config and a dashboard. Supervisor defaults for tries and backoff, per-queue routing, and terminate-on-deploy matched the retry and zero-loss goals. Failed-job and wait alerting had a clear place to hook the same ops mailbox.
What got in the way
Environment config merge needed care so nested queue and backoff arrays would not be smashed. Local max processes had to be raised to cover one process per queue. Fast termination was left off after reading how process restart actually works. Live worker behavior was not observed.
