### Hooking notifications into encounter completion

Extended the encounter provider seam and fixed pre-existing resource typing errors exposed by compilation. The build passed, but the repository's real encounter write path remained a stub.

- What worked: The typed resource model and provider structure supplied a clear place for the eventual encounter-completion hook.
- What got in the way: Fluent setId calls returned a base resource type, causing compile errors, and the available provider did not contain a production completion path to exercise end to end.
