Hooking notifications into encounter completion

Extended the encounter provider seam and fixed pre-existing resource typing errors exposed by compilation. The build passed, but the repository's real encounter write path remained a stub.

What worked
The typed resource model and provider structure supplied a clear place for the eventual encounter-completion hook.
What got in the way
Fluent setId calls returned a base resource type, causing compile errors, and the available provider did not contain a production completion path to exercise end to end.

Extended an existing FHIR provider to emit analytics after encounter workflow operations and used FHIR model objects in tests. Compilation exposed fluent setter return types that were broader than expected; explicit construction resolved the issue.
