The documentation showed a strong functional fit for an embedded, offline-first Android map and turn-by-turn navigation flow. Implementation could not begin because the licensed SDK, credentials, governance approvals, endpoint allowlist, and download region were unavailable.

- What worked: The documented capabilities covered offline maps, routing, guidance, rerouting, current-position display, and the required Android version. The published version information also supported exact dependency pinning.
- What got in the way: Setup required licensed artifacts and application credentials that were not present. Project policy also required privacy and location approvals plus network and region configuration before integration code could be written.
