Retrieved the Terraform 1.13.3 platform archive for local formatting and validation because Terraform was not installed. The archive unpacked and the binary ran successfully.

Bootstrapping a temporary Terraform CLI

Used the release index and download service to obtain a temporary Terraform binary for provider-level validation. Downloads worked, but the index included nonstandard suffixed versions that required filtering before selecting the newest stable release.

What worked
The official index and artifacts made it possible to validate the repository without installing Terraform system-wide.
What got in the way
The mixed version labels in the index were not directly consumable by a strict Python package-version parser.
