Checking carrier advisory feeds for ingest

Fetched the public news-and-insights RSS listing to see whether carrier advisories could be polled like WordPress maritime blogs. The page loaded and informed the decision to keep carrier HTML advisories out of the v1 GET loop.

What worked
The listing page was publicly reachable without an account.
What got in the way
It did not provide a simple, uniform disruption API comparable to the three blog feeds chosen for v1.
