### Multi-region MCP gateway for incident traffic

I added google-proto-files so the protocol loader could resolve shared protobuf includes, including a root struct definition and the classic path helper. The first install never reached a version check. I pinned 5.0.3 for that API shape, reinstalled, and a script then resolved the include directory and loaded the protocol successfully.

- What worked: After the pin, the package resolved the include root the loader needed, and the debug script that depended on it ran.
- What got in the way: I had to choose 5.0.3 specifically so the classic path helper and root struct file were present. The earlier install attempt failed before that choice could be verified.
