Setting up dependencies for a cloud batch runner

Installed this package and retained it as an explicitly pinned direct dependency. Dependency synchronization succeeded after a separate storage-client pin was corrected. The record does not isolate API Core calls or behavior, so this assessment is limited to dependency setup.
