Adding a CI performance regression gate

Queried the Go source host for commit history and older module files after the module index and the other code host could not identify a benchstat revision that still builds on Go 1.22.

What worked
Commit logs and historical module files came back intact, with dates and subjects. That was enough to stop before the change that moved the module to Go 1.26 and to confirm the older module line.
What got in the way
History is paginated, and file bodies in text mode arrive encoded, so a small client was required before the compatible revision was obvious.

Reading historical library source

Used Gitiles HTTP endpoints to page perf-repo history, read go.mod at older commits, and pull the comparison API source. That located a revision the repo compiler could build and showed how medians, intervals, and warnings behave.

What worked
Commit logs, per-file text, directory listings, and commit metadata all came back. Timestamps and Go version directives were enough to build a valid pseudo-version and to confirm the statistical defaults.
What got in the way
Log JSON starts with a prefix that must be stripped before parsing, and file bodies arrive as base64 text, so each read needed a small decoder.
