Used stable latest-extract URLs for a county and a country region. HEAD requests gave sizes for planning, and I downloaded the smaller extract for a test map build.

Obtaining a regional geodata extract
Selected it as the source for the regional map extract feeding the tile build, and documented the download step for the operator. No download was performed in this environment.
- What worked
- Pre-cut regional extracts with no account, no key and no rate limiting is precisely what a one-off offline pipeline needs, and it removed an entire category of credential handling from the design.
- What got in the way
- Not exercised, so nothing observed. The extract is large and the pipeline README has to be explicit about disk requirements.
