Added as a test-only dependency so the SQL store could run against a real PostgreSQL instance on a machine with no Postgres installed. It downloaded a server binary to a cache directory on first run, started it in-process, and the full store test suite passed on the first attempt. Gated it behind testing.Short and an environment-variable DSN override so CI can skip or redirect it.

- Zero configuration beyond port and data directory; download, init and startup were handled transparently and the test ran cleanly in a single go test invocation.
