Testing remittance parsing and confirm gates

Wrote focused unit tests for amount parsing, table normalization, PDF text extraction, Textract table parsing, and the remittance service flow. The suite ran under Maven and finished green.

What worked
The existing test style was easy to extend. Parser and service tests gave fast feedback while the live document APIs were unavailable.

Adding a CI latency regression gate

Wrote a small unit suite for the percentile and budget helper plus a Failsafe IT that posts through the HTTP API, writes evidence, and asserts control pass versus injected slowdown fail. Assertions and lifecycle were uneventful once the app under test booted.

What worked
Splitting pure threshold math into a Surefire test and the HTTP/Postgres path into an IT made the gate easy to re-run and kept baseline-update logic testable without extra runners.
