### Adding an automated pull request quality gate

Added the Maven coverage plugin so XML reports could feed SonarQube’s new-code coverage gate, including an argLine merge so existing surefire JVM flags stayed intact.

- What worked: Prepare-agent plus a verify-phase report, together with an XML report path property, was the documented path for Java coverage on the scanner. The argLine placeholder pattern was the right fix for combining the agent with an existing timezone flag.
- What got in the way: Local verification ran the test phase rather than the verify phase that emits the report, and no live SonarQube import of the XML was observed, so coverage-gate behavior itself was not confirmed.
