Automatic deploys, pull request previews, and rollback

I read the action definition and repository page, then pointed cleanup at pull-request close so the preview branch is removed with the preview environment. The action never ran.

What worked
The action file was short and matched a close-event delete, which fit the cleanup the workflow needed.
