Checked two public decision URL patterns with header-only requests and a sample decision identifier. Both returned status 200 with a content length of 255 bytes, which did not look like a decision document. The shorter decision path was still adopted as the citation URL.

- The host answered within the 15 second limit, so the two URL shapes could be compared from headers alone without downloading a full page.
- What got in the way
- A successful status and a 255-byte content length did not show a decision. That pattern fits an interstitial or a bot check, so the citation address was not verified end to end and had to be kept on the strength of a tutorial pattern.
