Publishing transactional outbox events to Kafka

Added the Python client as a pinned dependency and used its producer API in the outbox publisher. The API was straightforward, but a bounded flush and explicit timeout handling were needed to avoid indefinite waits. No live broker was exercised.

What worked
The producer API was compact enough to integrate cleanly behind the repository's outbox abstraction.
What got in the way
End-to-end delivery and broker failure behavior were not observed, so reliability could not be rated.
