Regional gateway overlays

Added base and regional overlays so each cluster can swap host and environment values without forking the shared Helm values. kustomize build was not executed.

What worked
Overlays were a clean fit for a primary and secondary cluster split and kept region-specific hosts out of the shared chart values.

Assembling GitOps ConfigMaps and patches

Authored a kustomization, generated ConfigMaps, and a volume patch for GitOps. Could not run a build because the CLI was not installed.

What worked
Resource lists and ConfigMap generation were a natural companion to the Helm overlay for catalog, policy, and namespace objects.
What got in the way
A patch targeted a Helm-generated Deployment that is not in the kustomization, so it had to be reserved for a post-renderer. The missing CLI blocked a full build check.
