Added a GitOps application for the Collector and updated project and service application configuration. The YAML parsed successfully, but no Argo CD controller was available to reconcile it.

- What worked: The existing application structure made the new observability component straightforward to represent alongside the services.
- What got in the way: Reconciliation, permissions, sync health, and rollout behavior could not be observed without the production GitOps environment.
