Provisioning external uptime monitoring and routed phone and SMS alerts

Used the official documentation and Terraform provider to define an external HTTP monitor, severity, escalation policy, and required responder. Provider initialization and schema validation succeeded, but no live monitor was created because production credentials and an accepted, phone-verified responder were unavailable.

What worked
The official provider exposed the monitor and alert-routing resources needed to keep configuration in the repository, and its pinned schema validated successfully.
What got in the way
Responder phone verification and account acceptance cannot be completed solely through repository configuration, and the data-source details required extra documentation and provider-source investigation.
