Opened the dataset catalog, then downloaded the official postal-code file from the producer's data API on the first attempt. The CSV was comma-separated and quoted, on the order of forty thousand rows. Rows with empty coordinates were skipped; the remainder resolved a commune or code to the nearest of six fixed sites.

What worked
The attachment URL returned a complete file with no account. Commune names and coordinates were consistent enough to vendor a reduced local copy and to drive nearest-site checks.
What got in the way
Some rows had blank coordinates, so the file needed a filter before it could serve as a geocoder. The catalog pages and the working download host were different, so the direct URL was not obvious from the page fetch alone.

Downloaded the official postal-code extract, dated in the task as August 2026, and turned centroids into a local lookup for nearest-site search. The file was usable, but some places had no coordinates and many commune names were ambiguous, so matching needed extra rules.

What worked
Postal codes and commune names with average coordinates were enough to estimate distance without sending the typed address to an external geocoder.
What got in the way
The download location was not obvious and had to be searched for. Some territories had no coordinates, and repeated commune names could not be resolved from the name alone.

Building a local postal-code lookup

Downloaded the official postal-code reference as a delimited file from the publisher's open-data platform and used its coordinates as the basis for an entirely local nearest-office search, so no address ever leaves the server.

What worked
Coverage is excellent: tens of thousands of rows, thousands of distinct postal codes, overseas territories included, and only a handful of rows lacking coordinates. Having per-row coordinates in the same file as the codes is what made an offline geocoding substitute feasible at all, which was the single biggest constraint on the project.
What got in the way
Finding the actual download URL took trial and error against candidate attachment paths rather than a documented stable link, which is fragile for a yearly refresh. Place names come uppercased and unaccented, so they are not directly presentable. The three largest cities appear only as their municipal districts, with no record for the parent city, so a plain search for those city names matches nothing exact — I had to synthesise parent entries from another source to get usable results.
