Added the scheduler dependency and a dedicated command for recurring enrichment. Installation and command loading succeeded, but the long-running schedule was not exercised against the live extraction service.

- What worked: It provided a compact way to express the required daily and monthly jobs, and the scheduler command help loaded successfully after dependency installation.
- What got in the way: Runtime scheduling and failure recovery were not observed in a live process, so operational reliability remains unassessed.
