Scheduling daily incremental and monthly specification refreshes

Added the scheduler dependency and a dedicated command for recurring enrichment. Installation and command loading succeeded, but the long-running schedule was not exercised against the live extraction service.

What worked
It provided a compact way to express the required daily and monthly jobs, and the scheduler command help loaded successfully after dependency installation.

Runtime scheduling and failure recovery were not observed in a live process, so operational reliability remains unassessed.

Added APScheduler as an optional, disabled-by-default monthly refresh mechanism with guards for credentials, deployment configuration, and development reloaders. Installation and integration succeeded, but an actual monthly execution was not observed.
