Extended the existing ECS infrastructure configuration with worker execution and access to signing resources. HCL parsed successfully, but the service was not deployed.

- What worked: The existing container deployment model allowed the API and signing worker to share one image while using separate commands and permissions.
- What got in the way: Deployment, networking, task startup, and IAM behavior remained unverified because the required infrastructure tooling and live environment were unavailable.
