Database for the signing app

Provisioned Aurora PostgreSQL Serverless v2 in CDK as the signing app’s own store after deciding not to put that state in DynamoDB. Engine version and secret-based credentials typechecked; the cluster was not created, so failover, scaling, and connectivity were not observed.

What worked
Serverless v2 constructs and secret-attached credentials were available in the installed CDK library and compiled without workarounds.
