Routing firing alert to operator channel

Authored routing config to deliver the firing alert to the on-call operations channel. The routing shape was clear, but notification delivery was never exercised.

What got in the way
Delivery was never tested end to end because placeholder credentials were intentionally left unfilled and no cluster was available.
