Adding a regulated claims voice agent

Read Agent Connect channel docs while choosing how interruptions and human handoff should work. The write-up of interrupt and studio-handoff callbacks shaped the plan, but the implemented call path used Conversation Relay end-and-dial instead of a live Agent Connect integration.

What worked
The documented interrupt callback and studio handoff tool made barge-in and transfer to a specific handler look like first-class events rather than a custom WebSocket protocol.
What got in the way
Agent Connect was not installed, configured, or called. The shipped path recreated interrupt cancel and handler dial on top of Conversation Relay, so this product stayed design-only.
