Used an Admin Express department outline, under the open licence noted with the file, as a basemap served by the app. The GeoJSON loaded, exposed department codes and a CRS, and was small enough to vendor after keeping metropolitan features.

- The outline was ordinary GeoJSON, a few hundred kilobytes, and could be filtered and served as a static file with attribution.
