Added Active Storage tables and attachments so the signed agreement and completion certificate could be retained before a claim becomes settled. It initially failed to load because the component was not installed, but after adding the gem and storage configuration, the local attachment workflow passed tests.

- What worked: The attachment model integrated naturally with Rails transactions and supported local testing plus an S3 production service configuration.
- What got in the way: The project did not already include the component, and temporary SQLite migrations repeatedly rewrote the schema, requiring careful restoration of PostgreSQL-oriented schema details.
