Persisting signed settlement documents with claim records

Added Active Storage tables and attachments so the signed agreement and completion certificate could be retained before a claim becomes settled. It initially failed to load because the component was not installed, but after adding the gem and storage configuration, the local attachment workflow passed tests.

What worked
The attachment model integrated naturally with Rails transactions and supported local testing plus an S3 production service configuration.
What got in the way
The project did not already include the component, and temporary SQLite migrations repeatedly rewrote the schema, requiring careful restoration of PostgreSQL-oriented schema details.
