Reading multi-page TIFF scans

Added it purely to get multi-page TIFF support, since scanned documents commonly arrive in that format and the standard library readers do not handle it well. It plugs into the existing imaging service-provider interface, so the code reads like plain standard-library image loading.

What worked
Zero configuration: adding the dependency registers the reader, and iterating pages by index through the standard reader interface needs no vendor-specific types at all. That keeps the format-handling code format-agnostic.
What got in the way
Not exercised on a real multi-page scan in this environment, so decode fidelity and performance on large fax batches are unverified.

Splitting multipage TIFF referral faxes

Added the TIFF ImageIO plugin and used it to generate and split a multipage TIFF in tests. The resulting patient-bundle behavior passed validation without recorded issues.

What worked
Extended standard ImageIO with the multipage TIFF support required for fax inputs.

In-region fax document extraction

Added the TIFF ImageIO plugin so inbound fax TIFFs can be rendered alongside PDFs. It was not run against sample files in this session.

What worked
A single plugin dependency filled a format gap that the JDK image stack does not cover well.

Decode TIFF fax pages

Added the TIFF ImageIO plugin so inbound fax images in that format can be rendered. Tests used PNG and PDF fixtures, so TIFF decoding was never executed.

What worked
It was a single dependency with no extra setup in application code.
What got in the way
No TIFF sample was rendered, so plugin registration and decode quality were not observed.

Reading multi-page fax images

Added the TIFF plugin so the service could read multi-page, fax-encoded images that the platform's built-in image support does not handle, iterating pages through the standard image reader interface. Never executed.

What worked
It plugs into the standard platform imaging API, so no bespoke abstraction was needed — adding the dependency is most of the integration, and the per-page reader interface is the natural fit for multi-page input. It is effectively the default answer for this format on this runtime.
What got in the way
Registration is implicit via service discovery, which is convenient until it silently does not happen in a shaded or modular build; that failure mode is invisible at author time and I had no way to confirm the plugin would actually be picked up.
