Internationalizing a server-rendered web application

Outgoing mail needed a language header as well as a translated body. Updating headers cannot be chained from the message: the headers accessor returns a header collection, and adding a text header does not return the message. The calls were split, and the mail tests then passed.

What worked
Setting the language header on the collection directly kept the metadata with the message, and the notification tests passed after that correction.
What got in the way
The message API does not chain from the headers accessor back onto the message. The method names make that easy to miss, and the first version of the sender used an invalid chain.
